# Steps:

01 - Preheat oven to 350°F and lightly grease a 9x13 inch baking dish.
02 - Boil elbow macaroni in salted water until just al dente, 1–2 minutes less than package instructions. Drain and set aside.
03 - Melt butter in a large saucepan over medium heat. Whisk in flour constantly for 1–2 minutes to create a roux.
04 - Gradually whisk in whole milk and heavy cream, cooking until slightly thickened, about 4–5 minutes.
05 - Remove from heat and stir in Dijon mustard, garlic powder, onion powder, smoked paprika, salt, and black pepper.
06 - Add cheddar, Gruyère, and mozzarella cheeses. Stir until fully melted and smooth.
07 - Fold the drained macaroni into the cheese sauce until evenly coated.
